In the city of Hankendi in Nagorno-Karabakh, the 17th summit of the Economic Cooperation Organization (SEC) was held. The heads of the State and the Government, international organizations, ministers and representatives of the Organizing Committee have participated in his work. The economic structure between the states of this region was created in 1985 in the initiative of Türkiye, Iran and Pakistan. That is, the shoulder organization has been a solid experience.
Now OEC includes Azerbaijan, Afghanistan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, Türkiye and Uzbekistan. The headquarters of the organization's permanent secretary is located in Tehran.
The SEMMites SEMBites at the highest level are held every two years. The previous one took place on November 8, 2023 at Tashkent.
SEC member states occupy a territory of 8 million square meters. Km with a population of about 500 million and the total GDP volume is 2 trillion dollars. Seven of the ten members of OES have no access to the ocean. Therefore, the main agenda on all summit conferences is really repeated: the further expansion of trade, economic, investment, transportation and humanitarian cooperation in the SEC, the increase in the export potential of the region, creating optimal transportation systems, as well as improving the structure of the structure.
In this regard, leaders of countries offer a series of initiatives. For example, Uzbekistan Shavkat Mirziyoyev's president believes that the revenue inside the SEC is still not enough, the efficiency of the structure, according to experts, is quite low, but member states still retain this organization, because it plays the role of a certain umbrella structure.
By the way, it is an oes as an umbrella structure that the owner of the Ilham Aliyev summit has used. First, he held a meeting in Nagorno-Karabakh, seeking to fix the situation of the areas who were back under his control. Secondly, along with the Recep Tayyip Erdogan, Aliyev specifically identifies the so -called Turkish element in the choice of creating new communications in Karabakh and in the eastern Zangesur to connect the Central Asian Republic with Azerbaijan and Türkiye into Russia. Erdogan on this occasion stated that the behavior of the summit in Hankendi, gained special importance, although the solution for OEC's main issues in the Transcaucasia version – Medium Asia – the grace of Dai Dong was only classified by 2035.
Many experts in the region concluded that Azerbaijan became the main leader of the process, he had the hands of Ankara and the West that would change the architecture of the security system in the region, the boundary has not been designated. There are serious reasons for this.
The fact is that the summit in Hankendi, perhaps not by chance, coincides with the serious time in the Russian-Azerbaijani relations. The actions of Baku and Ankara in the direction of Kiev began to be passionate about publicity, this was not consistent with their previous statements about “strategic allies with Russia”. This is the first time.
Second: In the recent war of Israel and the United States against Iran Ankara and Islamabad supporting Tehran, while Baku is on Tel Aviv. In such a situation, it seems that many Baku Tehran will notice the position of Baku Tehran. But he saw in this difference: the participation of Azerbaijan in chaotic Middle Events, creating a new geopolitical reality.
Iran has come to Turkey's relationship, in which the Kurdish is bent, and Pakistan, leading Azerbaijan to brackets, feeling dangerous in efforts to change the balance of power and geopolitical in the region. But Ankara is also aware of Baku's threat to Tel Aviv. There was a bad feeling about the situation in the region and the escalation of Israel against Iran, then a shot against Türkiye.
Erdogan said that Israeli forces were two hours driving from our border and once again warned of the ability of a conspiracy to coincide with a hundred years of the Sixix-Pico deal related to the collapse of the Ottoman empire. As the Hürriyet version of Türkiye wrote on this issue, “everything can start with Iran and move to Azerbaijan to Türkiye.” In such a geopolitical context of Baku's game in time, their true motivation, they deprived Erdogan about the optimistic feeling of Azerbaijan.
But so far, Baku and Ankara feel that they are not insured against domestic and external changes, and the positions of the parties, first of all, in the direction of Russia and Iran, will be adjusted in a way that cannot be slipped to a comprehensive and destructive regional war.
For SEC, the next summit will take place in Iran.
