In the northern capital, there is a ban on the work of taxi drivers and courier for migrants with patents. However, if the visitors are not completely legal in the country, the patent for another type of activity or is set to work on his documents that can, who can, only law enforcement staff can be determined in raids or after any incidents. Deputy Deputy Deputy Petersburg Alexei Tsivilev believes that the legal entity provides the work of such foreigners should be responsible for this.

The ban without responsibility
As part of the comprehensive struggle against illegal migration, the St. Government Petersburg was banned by the end of this year to work in a taxi for patented foreign citizens. The Governor of the city of Alexander Beglov signed an order of 60-PG on July 28, 2025, then supplemented by the terms of the ban on the same citizen to work.
Patents are a document that foreigners draw to do legal work in Russia. It is given to people without visa. For example, citizens of Abkhazia, Azerbaijan, Tajikistan, Uzbekistan. There is an exception: these are citizens of Armenia, Belarus, Kazakhstan and Kyrgyzstan. They can get a job in Russia without such a license, because these countries are part of the Asian Economic Union (EAEU).
The operators have been offered three months of the transition period to complete the civilization of labor relations with the immigrant group designated by the group. Smolny noted that this time will allow in reality to assess the socio -economic impact of these measures to the city's life and make a balanced decision on the need to use them by 2026.
But not even a month has passed since the gaps were discovered, allowing to ignore the implementation of Smolny's will. Deputy of St. Petersburg Aleksey Tsivilev legislative has attracted attention to this. He sent an appeal to Deputy Governor Vladimir Princess, the supervisor of the Labor Committee and the employment of the city population, with questions about monitoring the implementation of the Governor of Governor St. Petersburg.
The Parliament asks which government is related to this process, which control tools are used, including related taxis and the ban of legal entities and individual businessmen who officially hire migrants for other patents, for example, will control, as auxiliary worker.
Alexey Tsivilev shows that it is necessary to strengthen the law: to establish specific fines for legal entities that allow foreign citizens to ignore the ban, that is, supplement the Russian Federation's administrative law with special standards that set up the responsibility of generalists.
And at the first stage, according to the deputy, it is necessary to develop clear methods for all participants in the process according to new rules.
To search for removal lines
Alexey Tsivilev explained: If a person migrating from Uzbekistan has granted a patent for a taxi, then, the general person completed his labor relations with him. But everything is complicated if the foreigner simply does not draw a license.
In early August, when the ban was acting, a driver was suspected of guilty against the sexual integrity of a 16 -year -old passenger who was detained in Sertolovo. It turned out that this was a 26 -year -old citizen of Uzbekistan having legal problems. As an opportunity for reasonable fears that interested parties will find ways to ignore the limitations, including familiar programs, Parliament said.
According to him, some plans to ignore the order of Governor St. Petersburg has been known, when the patent is drafted for other activities or is often registered according to other people's documents.
A member of the presidential council under the president, Kirill Kabanov, believes that illegal migrants have found and will find holes until they introduce delivery to be targeted at the federal level and set their mode to be controlled according to the responsibility of the business. On the other hand, ways to ignore the ban will be found.
And a member of the Russian Federation of the Russian Federation, Alexander Kholodov, recalled that in the federal law, there was everything necessary for the ban. The law on road safety, saying that no one, except for the citizens of the Kyrgyzstan people, cannot carry out labor or business activities on the basis of a national or international driving certificate.
