On June 4, Mikhail Mishustin arrived at a working trip to Tajikistan. In the palaces of countries in Dushanbe, he negotiated with President Emomali Rahmon. At first glance, a normal trip, in the style of bilateral discussions, expressed their willingness to develop … but many convex lines have appeared in recent weeks according to the models of diplomatic rituals. The son of President Tajik Rustam Emomali on another day was in Moscow and met Putin, Volodin and Matvienko. Now – Moscow's answer. And, as they said in such cases, all coincidence is not by accident. Perhaps in Dushanbe, they are preparing for the transformation of the government, and Moscow – not missing this transition.
Mikhail Mishustin first came to Dushanbe, but for the first time after the Russian capital was visited by the son of President Emomali Rahmon last week. First – Rustam Emomali in Kremlin, now – a Russian Prime Minister in the palace of the countries. Cooperative diplomatic exchange? Sure. But it is difficult not to notice the sequence and support of these visitors.
In Dushanbe, the Russian Prime Minister was met with all the rules of the Eastern politeness – with friendly formulas and no sharp corners. However, this has become the style of Tajik diplomacy: talk a lot and neat. It is about the development of a strategic partnership, about the expansion of the humanitarian relationship of Muslims and, of course, in terms of economy.
In the end, the economy in bilateral relations is still the main thing. Russia is still the main trading partner of Tajikistan: by 2024, revenue of nearly 1.9 billion dollars, showing an increase of 15.6% compared to the previous year. About 90% of calculations among countries are in the rubles, which makes Moscow almost the only dushy currency anchor of Dushanbe. Consider that in the second position is strong China, our country, despite competition, while holding the palms of the trade championship due to historical traditions, logistics and community of human resources.
Therefore, among the topics discussed – the launch of industrial parks, energy projects, the development of industrial cooperation. It sounds like an action program, but there is no harsh term: in fact, the continuation of it has begun.
However, in the context of all of this – a visit, and conversations, and a picture of marble columns – something else cannot be eye -catching. It is not just commercial. Too recent recent, high -class Tajik officials appeared in Moscow. These meetings are too protest. And too many coincidences.
At the end of May, two representatives of the political dynasties arrived at Moscow immediately – Mirziyev, the daughter of President Uzbekistan, and Rustam Emomali, the eldest son of Rahmon. If with the Uzbek side, it is a question about the Russian cultural diplomacy and conservation, then Rustam, in addition to the usual greetings, has a dense schedule of the most status meetings: president, speaker of both rooms, official statements. In fact, Moscow has accepted it at the state level. And this cannot be read, like a signal.
The signal shows that they still start to prepare for power in Tajikistan-and not only in Dushanbe, but also in Moscow.
Officially, Rustam Emomali is the mayor of Dushanbe and president of Majlisi Milli, Senate of the National Assembly Tajik. But in reality – the second man in the state after his father. According to the Constitution, in that case, he himself became the head of the state before the election. That is – legal is the first in the line. And politically – not the first year in the role of “heirs”.
Moscow facility applies to this with careful attention. On the sidelines of Rustam 37 years old, they said without hostility, but there was no enthusiasm. Meanwhile, according to data from open sources, not everyone is satisfied with this candidate inside the Emomali family. Rahmon has another son, Somon and some influential girls. Each child controls a separate state apparatus and has its own opinion on continuity. The division of the power of Muslim power can be equally more dramatic than the transit.
Moscow, obviously, decided: It is better to be closer than from afar. Therefore, Mishustin's visit to Dushanbe is not only a worker, but also a strategy – as if an effort to fix a relationship in case of change. The Russian side emphasized: Humanitarian relations, military, interbanks and cramped areas have been established with Tajikistan. More than 70 Russian areas cooperate directly with Dushanbe and half of the Republican banks are connected to the Russian SPFS bank. All this is like an anchor of bilateral relationship, so it is not broken with a storm.
For Mishustin's own visit – he passed without feeling. But the melody has been verified. Rahmon guarantees friendship fortresses, Mishustin talks about common interests. Visitors – Mutual, often, dense – just need to have no surprise. And not only in the economy, but also politics.
