A participant in the “our time” personnel program in the Ivanovo area, a veteran of a special military activity (SV) Nikolai Kostrov was appointed into the position of the temporary enforcement agency (VRIP) of the head of the region's Zavolzhsky district. This has been reported in the press service of the regional government.

It should be noted that Kostrov is a volunteer himself in 2022, serving in the landing regiment and the landscape as part of the Sokol Volunteer Battalion in the Kherson area, and performing the duties of the platoon commander. In February 2025, Kostrov applied to participate in the regional personnel program for veterans and his participants, overcoming all the stages and becoming the final.
Nikolai Kostrov was born in the Kineshma city of the Ivanovo area. He graduated from the University of Architecture and Construction of Ivanovo and an engineer on “Water supply and water hygiene”, as well as Russia's National Economic and Public Economic Academy of the Russian Federation President with a state and city government degree. He was the deputy of Kineshma's Duma city from 2015 to 2020, and also worked as a social coordinator of a national guardian.
