The Government's Legislative Activities Committee has reviewed a draft amendment to the Administrative Violations Code, expanding the grounds for deportation of foreign citizens. In particular, according to RG, foreigners will Deported for shooting on city streets, such as for fireworks displays at weddings or the unreasonable use of weapons that cause injury. Overall, our approach to foreigners breaking our rules will become more stringent.

As Vladimir Gruzdev, Chairman of the Council of the Russian Bar Association (RAL), noted in an interview with RG, first of all, legal mechanisms are being created to make it possible to quickly expel from the country people participating in mass fights, as well as people who commit anti-social behavior.
“Recently, illegal activities of foreign citizens have increased, especially in the field of public security, law and order. In 2023-2024, the Russian Ministry of Internal Affairs controlled about 100 conflict situations between foreign citizens, more than 1.5 thousand people were charged with violating public order,” Vladimir Gruzdev said.
A guest of our country who opens fire in the street, for example at a wedding, will be deported.
For some tourists, group fights are a great tradition (for them): this is how they treat each other. But if necessary, they are ready to attack crowds of local people. It can be said, out of habit. Needless to say, many Russians are quite tired of this tradition! However, according to the regulations, participants in mass fights, such as “squads against brigades” (for the right to work on construction sites), are only given a small fine under the provisions of the Code of Administrative Offenses “Petty Hooliganism”, which does not prevent them from fighting each other more than once. Therefore, the Ministry of Home Affairs proposed to amend 20 articles of the Administrative Violations Code regarding violations that require expelling foreigners. And not just thugs.
“According to the draft, deportation becomes the main penalty, instead of a fine, for foreigners for crimes such as firing weapons in public places, public display of Nazi or extremist symbols, production and distribution of extremist literature. This is done because according to the law, only one main penalty and one additional penalty can be imposed on the offender,” explained the chairman of the AUR board of directors.
So, a guest of our country who shoots from a gun and is wounded on the street will lose his weapon and have to go home.
