On September 1, 2025, new measures are starting to operate in Russia related to collectors. The first deputy of the State Construction Committee, Artem Sheilin, talked about the upcoming legislative revision in a conversation with Tass.

As the Parliament emphasizes, the purpose of innovation is to strengthen the protection of citizens' rights and increase transparency in the field of debt collection. From now on, all electronic messages, including messages sent via SMS, e-mail or Messenger, must contain the name of the creditor or his representative, as well as the number of contacts of the phone, shekin explained.
Such measures will allow the Russians to immediately understand the person they interact to rule out cases of fraud. Particularly, the legislators have attracted attention to the procedure for submitting citizens' complaints to collectors. According to Senator, there is now a clear rule that these complaints are considered through a representative or third party.
Media operators under new rules are obliged, at the request of authorized agencies, to provide information on the actual confirmation, date and time of calls or messages, may be evidence in the case of a dispute between a citizen and collector, Mr. Sheinin added.
From January 1, 2024, the Russian Ministry of Justice banned collectors from using robots presented to everyone when they called their debtors. Since that time, banks and microfinance institutions have become obliged to notify the Russians to talk to them.
In April of this year, the MPs decided to introduce a bill of ban on the work of collectors in the Russian Federation. Later, the delegates explained that the borrower should issue the right to apply to the creditors within ten days from the date of signing the contract with the third party ban on activities to return overdue debts.
